These are two different jobs. Pantry shelving is open storage in a closet or walk-in. Butler's pantry cabinetry is furniture-grade millwork between the kitchen and dining room, with a counter, doors and drawers. Many homes want both, built together so the finishes match.
Depth is what walk-in pantry shelving usually gets wrong. Past about 16 inches, the back row disappears. We run 14 to 16 inch shelves low, then step the uppers back to 10 or 12 inches so labels stay visible. Spacing varies: 16 to 18 inches low, 12 to 14 for boxes, 8 to 10 for cans, all drilled for adjustment.
Bulk staples are heavy, and this is where cheap shelving fails. We use 3/4 inch plywood with solid hardwood nosing on the front edge, and spans over 32 inches get a center support. That nosing matches our floating shelves.
Here is the Jacksonville wrinkle. Many pantry closets sit against exterior block, and you cannot drive a cleat screw into block the way you would into a stud.
We anchor cleats with masonry fasteners set into the block face, not the mortar joints, and furr out uneven spots so the shelves land level. Block runs cooler than the room, so we leave an air gap behind the shelving. Stud walls take standard cleats, so we confirm which you have first.
Most big-box pantry cabinets are particleboard with a melamine skin. In a dry climate, that lasts. Here, a leak or a humid closet finds the raw edges and the core swells.

Custom pantry cabinets open up storage that shelving cannot. Deep drawers hold bags and appliances better, and roll-out trays bring the back of a cabinet to you.

Butler's pantry design comes down to the counter run and what goes above it, usually a 36 inch counter with uppers or shelving.
In newer Nocatee homes, this space is often a wide pass-through left as bare walls. In older Avondale houses, it is a narrow hall, sometimes 30 inches wide, where 12 inch cabinets on one side are all that fits. A fridge or sink needs a plumbing decision first.

Three things move the number: material, how many pull-outs and drawers you want, and whether the walls are block or stud. These are typical ranges, and an exact number requires seeing the space.
Stepped Depths
Pantry shelves deeper than about 16 inches hide the back row. We run 14 to 16 inch shelves near the floor and step the upper ones back to 10 or 12 inches, so what you own stays in sight. Spacing changes by height too: 16 to 18 inches down low for bulk items, 12 to 14 for cereal boxes and 8 to 10 for cans, with holes drilled so every shelf can move later.
Solid Nosing
Flour sacks and canned goods are heavy, and that weight is exactly what bends wire racks and budget shelves. We cut shelves from 3/4 inch plywood with a solid hardwood front edge and add a center support once a span passes 32 inches. Melamine particleboard swells when moisture reaches its raw edges, so boxes are plywood, faces are solid poplar or maple, and edges get sealed. On block walls, cleats go into the block face rather than the mortar joints.
36 in Counter
A butler's pantry is really a counter run, usually 36 inches, with uppers or open shelving above. In a wide Nocatee pass-through we can fill both walls, while a 30 inch Avondale hall may only take 12 inch cabinets on one side. Sinks and refrigerators need a plumbing decision early, and coffee stations get outlets planned before building. Doors are chosen to complement your kitchen, with soft-close hardware and glass uppers where glassware is on display.
