Carpenter in Atlantic Beach

Start with the layers, because there are four of them. Flagler's railway arrived around 1900 with a depot and the roughly 300-room Continental Hotel, and the land around it was subdivided for summer homes, which is where the original 1920s and 1930s frame cottages and bungalows near the ocean come from. The railroad sold most of its holdings to the Atlantic Beach Corporation in 1913; the town incorporated in 1926 and became a city in 1957. The opening of Mayport Naval Station in the 1940s and the Mathews Bridge in the mid-1950s brought the second layer: a large body of 1950s to 1970s concrete block ranches on big tree-canopied lots. Third came Selva Marina, which grew up around the country club built in 1958, with larger mid-century and 1970s to 1980s custom homes. Fourth is the Atlantic Beach Country Club redevelopment of that 170-acre course, which started construction in January 2014, opened that December, and holds 178 single-family homes between 2,313 and 3,964 square feet.

Each layer wants different carpentry. In the block ranches the problems are technical: casework anchors to masonry rather than studs, ceilings are 8 feet, and the floor plan is closed off in a way owners want opened up. In the Country Club homes the problem is the opposite. The shell is new and square, and the work is adding the built-ins, paneling and cabinetry that make a production house feel finished.

Geography splits the city too. The 1996 annexation carried the western boundary all the way to the Intracoastal Waterway, and the city owns marsh-front preserves out there, so Atlantic Beach spans oceanfront dune, canopied upland and brackish tidal marsh inside three miles. There is salt spray on the east side and marsh humidity on the west. Ocean Grove and Old Atlantic Beach sit on the original oceanfront blocks, Seminole Beach was annexed in 1987, and Sevilla Gardens and Selva Marina Gardens fill in between. The live oak canopy over the interior keeps houses shaded and damp, which raises interior moisture loads and shortens the life of exterior wood.

Atlantic Beach has no municipal historic district and no HARB equivalent. Review runs through the city's Community Development Board and Planning department, and permits are issued by the City of Atlantic Beach at 800 Seminole Road rather than the City of Jacksonville. The city's departments are listed on the official City of Atlantic Beach site.

What sets this city apart from its two neighbors is the private layer. The Atlantic Beach Country Club community is a governed, covenanted development with architectural standards, and Selva Marina has organized neighborhood association activity. If carpentry will be visible from outside, that approval is a real step, and neither Neptune Beach nor Jacksonville Beach would ask for it.

The city also actively regulates tree removal and lot coverage, which limits how much a house can grow. That pushes projects inward, toward reworking space that already exists, and interior millwork never touches either rule.

Anchoring to concrete block is the everyday technical problem in the older neighborhoods. You cannot shoot a nail into masonry, so tall cabinetry, paneling and built-ins get furring or a plywood backer fastened with masonry screws, and the wall gains thickness that has to be accounted for at outlets, jambs and returns.

Moisture is the other problem. Homes on the west side face brackish marsh air rather than ocean spray, and the deep canopy keeps things from drying out quickly. We lean toward stable substrates and marine-grade fasteners on anything near an exterior wall. The county is in the Florida wind-borne debris region, so protected openings are standard, and coastal AE and VE flood zones apply here the way they do up and down the island.

• Atlantic Beach Country Club, the 170-acre golf and residential community on the former Selva Marina course.
